Form all coal mine safety accidents occurred in previous years in our country, we get a conclusion that the majority coal mine safety accidents concern with the human factors. Even if, the reasons are related to things, it includes peoples'wrong factors, too. Therefore, in order to prevent accidents from occurring, we must grasp the peoples'factors, the key factors. To the peoples'unsafe behaviors, some of it can be solved or improved through education or management, while, others must pass psychological choosen to solve the problem. Therefore, we want to solve the safety problems, we must solve the matching problem between the staffs'character and the request of work responsibilities.With the actual situation of coal, this paper use the psychological method established psychological testing indicators, according to different responsibilities of mine's positions should match psychological quality. Using the psychological evaluation measure the influence, character to work attitude. Using the viewpoint of psychology theory and management theory summarize the coal mine safety management the experience; discuss the value of psychological factor in the security management.According to the actual investigation of coal mine, this paper analyzes the psychological request of coal mine staff's work and duty, summarized the coal mine jobholders'qualified psychological quality and qualified behavior, unqualified psychological quality and unqualified behavior, has prepared a questionnaire investing the attitude of coal mine safety jobholders treating the work, has carried on the factorial analysis to its each factor, has researched Systematically the effective target's reliability and validity. With the Cartel 16 Personality Factor Test, we established a set of psychological test indicators to mine safety jobholders, put into effect to psychological tests for coal mine safety jobholders, according to the evaluation results, and provide an objective basis for selecting and deploying staff. When the leaders at all levels choose staff, particularly on the key position's, they should choose them base on the different types psychological character, enhance their advancement, avoiding their shortcoming.Combining the test to work attitude and personality factors,we assign every staff to adaptive position. In this way, we can improve the staff's working enthusiasm, and reduce the security incidents caused by the human factors. It has great significance meaning for increasing our level of coal mine safety management, and provides the scientific basis on selecting staff and redeploying staff. It formed a symmetrically employment standard for the coal mine safety work.
