Research On Accesses Of NGOs Participation In Post-disaster Reconstruction Of Wenchuan Earthquake

After "5.12" Wenchuan huge earthquake occurred, NGOs participated in large-scale rescue positively and effectively which changed the situation that these organizations played unimportant role in disaster in the past, and initially displayed their unique contribution to the crisis management in China. With the stage of post-disaster reconstruction of the earthquake-stricken area comes, the issue of how NGOs continue playing a role becomes the focus widely concerned. This paper aims to explore the way of post-disaster reconstruction for NGOs and further introduce specific participation ways by summarizing the successful experience on crisis situations at home and abroad of NGOs and combining the problems reflecting from Wenchuan earthquake. These discussions will have effect on the ongoing post-disaster reconstruction to some extent, make forward-looking thinking for the smooth progress of post-disaster reconstruction, and have strong practical significance.The thesis is based on investigative research; author has been engaged in various volunteer jobs in disaster areas. In reconstruction stage, author joined in several NGOs to do in-depth researches about local victims and government, and acquired comprehensive cognition about how NGOs participate in post-disaster reconstruction. Totally speaking, in this thesis, author firstly states the internal and external NGOs to participate in public crisis management using the horizontal and vertical profile comparison, the purpose is learning the successful experience from it. Secondly it discusses the problems and reasons in prior rescue, finds the related counter measures, and then gives the significance of NGOs in post-disaster reconstruction. Last but most important is about the accesses that are available for NGOs join in reconstruction. Finally is about the conclusions and recommendations.
