Study On Consolidation Schedule Of Rural Residential Land In Shifang City Of Sichuan Province

Content： Rural construction land consolidation as an important part of landconsolidation activities, actively and steadily push forward the rural construction landconsolidation, scientific and reasonable arrangements for consolidation scheduling of ruralresidential to optimize the layout of rural settlement,perfecting rural infrastructure,improving rural production and living conditions, improving the rural public service level,beautification, purification, rural production and living environment and so on,it is animportant way to accelerate the new rural construction and urban and rural development.After the "5.12" earthquake in Shifang City, rural housing reconstruction and urbanrenewal need to take up a lot of land. To carry out rural construction land consolidationwill not only help improve the standard of peasants’ production and living in Shifang City,but also can optimize the layout of the village and improve the Shifang City’s ruralecological environment,etc. Scientific and reasonable arrangement of Consolidationscheduling of rural residential can make the Shifang City’s rural construction landconsolidation projects maximize its comprehensive improvement of efficiency in the bestremediation period, while avoiding carring out the land remediation projects untimelyand blindly driven by the interests..By reading lots of literature review, this study analyzes the Shifang City of ruralconstruction land and remediation of the characteristics and problems on the basis ofcollecting and sorting the Shifang city’ relevant research data, local conditions using the"post-disaster reconstruction comprehensive method" to determine Shifang City’srealistic potential of rural construction land consolidation; then through the four aspects ofthe remediation natural conditions, remediation capabilities, remediation urgent extent,remediation wishes to build a timing evaluation index system of rural construction landremediation in the Shifang City, the poor standardization method is used on thestandardized treatment of raw data,at the same time, taking advantage of the structureentropy weight method to estimate the index weight. Finally, timing divided theevaluation unit according to the synthesis method of evaluation indexes in Shifang City.Research shows that:(1)Shifang City rural settlements are mostly arranged relatively scattered, the percapita covers an area of big,idle land utilization is low, the infrastructure is not complete,especially in He Feng town, the town of Matsu, Nanquan Town, division town and othertowns,the per capita covers an area of200square meters, the rural construction landconsolidation is imperative in Shifang City. Shifang City has been carried out ruralconstruction land consolidation projects in some areas, the overall effect is good,basically optimizing the layout of rural settlements, improving rural infrastructure andrural production and living conditions, enhancing the level of public services in rural areas, landscaping, cleaning and lighting rural production and living environment, but in theprocess of promoting rural construction land remediation, there are some problems alsoexisting such as insufficient funds and lacking of public participation.(2) Shifang City’s realistic potential of rural construction land consolidation is2500.24hectares estimated by the "post-disaster reconstruction comprehensive method",ofwhich division town remediation potential maximum529.37hectares, followed by380.90hectares for Jiandi town, saponins neighborhood offices remediation potentialminimum17.65hectares. for this particular case,“post-disaster reconstructioncomprehensive method "very accord with the fact situation in Shifang city,effectivelysolved the problem which the general potential measurement method can not resolve.(3) through the four aspects of the remediation natural conditions, remediationcapabilities, remediation urgent extent, remediation wishes, etc. building a timingevaluation index system of rural construction land remediation in Shifang City, itincludes slope, degree of geological disaster threat, the potential for land remediation, localfiscal revenue, per capita income level of farmers, the proportion of secondary and tertiaryindustries, local per capita GDP, regional development positioning, earthquake damagedvillage area, the urban development system, the per capita arable land area, remediationwishes of the14factors.(4) the poor standardization method is used on the standardized treatment of raw data,while taking advantage of the “structure entropy weight method”to analyze and processthe evaluation indicators to gain the comprehensive weight of evaluation indexes by"typical ranking","average understanding" and "understanding degree of blindness",ect. Atlast, according to the evaluation of comprehensive index evaluation method determiningthe Shifang City’s mature areas which is mainly distributed in the central region of theLuoShui town, division town and meta Stone Town and other towns, the rectification totalarea is811.62hectares accounting for32.58%of the total area; More mature area ismainly distributed in the Jiandi town, the town of Matsu, Nanquan town, The horse townwell and other towns, remediation total area is1229.79hectares, accounting for49.37%ofthe total area; less mature areas are mainly located in the town of Glacier, Jinhua Township,hongbai town, Hefong for part of the village in the town of township, remediation totalarea is449.45hectares, accounting for18.04%of the total area.
