Along with the remarkable influence of economic globalization and the financial integration on our country national economy, the strategic economic restructuration, the rise of regional economies, industrialization, informationization, the accelerated process of urbanization, they all caused the original market pattern to have the tremendous change. Simultaneously, the fast developments of capital market change further the resource flow and the assignment pattern. Under the situation, the domestic banking industry's competition also penetrates into core stratification planes including system, mechanism, management idea, and enterprise culture and so on. The self-request of survival and development is more urgent, the complex diverse, multiplex, personalized characteristic of customer demand is prominent day by day, and all those set a higher request to the financial service.Going with ICBC's successful coming into the mainland and Hong Kong markets in October, 2006, it also touched oneself into the international competition flood tide. If it wanted to create the more sustainable growth value repayment for the shareholder, it must have a capacity to be able to maintain the competitive advantage ability---Core competitiveness. Core competence is the fundamental source of enterprise's sustainable competitive advantage and the security of competitive advantage obtaining in the existing industries and fields. The means by which to enhance the core competitiveness of China's commercial banks is not only important theoretical value, but also for the development of China's banking industry as well as the stability of the financial system have important practical significance.Based on the subsistent domestic and abroad research results, the paper has made use of a method of combining the theoretical model and practical study to analyze the inside and exterior environment such as the social and economic background, the current performance and competitive power of the ICBC Baiyin Branch by collecting masses of relevant data and information. The research indicates that the Baiyin Branch has obvious defects in the organizational structure and culture, the incentive mechanism, the operation process, and the human resources management. This paper is organized as follows:Firstly, the paper describes the core competitiveness and enterprise core competitiveness theories, and through integrating the different understanding of core competitiveness at home and abroad, the definition of core competencies is reached. Based on the former, the paper makes a further in-depth analysis with the actual combination and puts over the definition and characteristics of the bank's core competitiveness. Secondly, the actual Situation of ICBC Baiyin branch has been made a detailed analysis ,the existing problems have been pointed out, and a specific implementation plans and security measures has been developed which would be implemented step by step to build the core competitiveness of ICBC. Finally the conclusion is drawn, the core competitiveness promotion for the area development strategic target in Baiyin branch and the sustainable development has the rare strategic sense.
