In 1954, the American renowned economists, management scientist, political scientist Peter F. Drucker put forward the theory of "Management by Objectives", which been considered as a landmark in the field of Management. The publications in following years, such as "The Management:The duty, the responsibility, and the practice", "Effectively Superintendent", and "Effect Management" made a comprehensive elaboration for the theory of "Management By Objectives". These efforts established the theory of "Management By Objectives", and also made significant influence on the development of the Management. Management by objectives theory is a kind of new management theory and manage method, which requests the manager to establish goals as the basis of management, and then requests the lower levels to decompose these goals. The lower levels bear enough creativities and rights to make decisions. This management theory could increase the accountability of the lower units and staffs through the participant of setting goals and plants for the whole organizations. The theory includes steps of setting organization goals or strategy, setting department goals, discussing department goals, timely reviewing the implementation of goals. Essentially, the theory is a kind of management enjoys participation, and practices the "Democratic centralism" in management. This innovative management theory has have significant influence to the development of other theories of management, and a lot of companies and government department practiced this theory in their management. Many Western mainstream administration management theories are developed on the basis of the theory of "Management by Objectives". Analyzing and studying on the Drucker's management theory will rich our understanding and open our view on management. The more important perspective is to integrate Chinese traditional management culture with this theory, and to practice all of these in our daily manage work.
