According to "long-term railway network plan" requirements, from the end of 2003, China's railway mileage of 73,000 km in 2020 to 100,000 km. Accomplish this objective need for funds each year 1000 billion, more than 1 trillion yuan total investment required. Clearly, if government funding alone can not meet the demand. With government finances in the status of the railway infrastructure in the decline, the private sector in railway infrastructure in the beginning to play an increasingly important role. In recent years, the emergence of a new financing model-PPP (Public Private One of a Partnership) model, that is, government departments and outside public capital enterprises cooperation.
