It is very important that how to transport emergency materials in the most effective way in the shortest possible time to save lives and property losses and improve rescue operations. Node is an important component for emergency materials transportation. Whether the configuration of node logistics capability is reasonable or not affects the efficiency that emergency materials reach the disaster areas. So there are major application value and practical significance to research on the node logistics capability based on emergency materials transportation.The paper aims to study the node logistics capability for emergency materials transportation with the method of quantitative analysis and optimization based on studying literatures. First of all, this paper studies the content and elements of emergency logistics capabilities, and the concept, function and classification of emergency logistics nodes, and in-depth analyzes the definition and characteristics of emergency node logistics capabilities. What's more, factors of emergency node logistics capabilities are studied from the internal and external point of view of emergency node, and then a framework modeling of emergency node and the calculation model of emergency node logistics capabilities are established. Third, this paper establishs the DEA model of emergency node logistics capabilities relative efficiency according to the theory of DEA. The existing nodes logistics capacity is evaluated and analyzed to find the problems. The better DEA model to optimize emergency node logistics capabilities is established to rearrange the limited emergency resources to achieve the overall maximum efficiency of transporting emergency materials. Finally, the efficiency of the calculation model of emergency node logistics capabilities and the better DEA model to optimize emergency node logistics capabilities is verified from the introduction of a sample for improving the overall transporting efficiency of emergency materials and providing reference for rational allocation of emergency node logistics capabilities.
