A series of actions in response to the international financial crisis should be committed to transformation and upgrading of economy development, which is not only an economy problem but also a social issue. For the purpose of transforming the export-oriented economy to domestically-oriented economy, we need a faultless social security system to strengthen the consumption confidence and consuming capacity;With the aim of developing high and new technology to upgrade the structure of industry, we have to improve the general competence of the labor force and focus on human capital invest; Also, the adjustment of industrial structure rest on developing modern services industry, especially the industry of social work and social welfare. Seeking the social solutions for the economy issue is one of the root approaches to coordinate regional economic and social development.Accordingly, coping with the financial crisis offers social policies an important opportunity to achieve further development. The meaning of social policy could broaden from traditional "market defect remedy", "social right protection" and "social welfare promotion" to "the effort to boost the economic development". Under the new situation, the construct of the social policies in our country should abide by three principle of general preferential, expansibility and developmental, working at constructing the social policies for development which is shared by nationwide people.
