The Study Of Forest Chongqing Strategy In The View Of The Scientific Concept Of Development

Scientific Concept of Development is people-oriented, comprehensive, coordinated and sustainable development. In the guidance of scientific concept of development, it should be people-oriented, to achieve comprehensive, coordinated and sustainable development for Chongqing economy, society and environment, to meet the reasonable needs on Chongqing people's growing economy, culture, ecology, etc., to realize a comprehensive development of Chongqing in the construction of forest Chongqing. The construction of forest Chongqing is not only an environmental engineering and an economic project, but also a livelihood project, therefore, it involves many fields, has a large scale and it is significant. With the construction of forest Chongqing being pushed forward, funding pressure, land contradiction between greening and building, the negative impacts of exotic tree species on the ecology, and the imperfect matching policy issues are being increasingly apparent. However, for the actual situation of Chongqing, the in-depth academics on above issues are still relatively limited. In the view of the Scientific Concept of Development, the existing and construction problems of the construction of forest Chongqing were analyzed, and the causes of the problems were discussed. Finally, the measures and suggestions of the construction of forest Chongqing were proposed in the study.Part I:It is an inherent requirement to persist Scientific Concept of Development in the construction of forest Chongqing. The basic concepts of forest Chongqing has defined and its connotation and the inevitability of persisting of Scientific Concept of Development were in-depth analyzed in this part.PartⅡ:The existing problems and their causes of the construction of forest Chongqing.The status of the construction of forest Chongqing was analyzed, many problems were clearly pointed out in this section. The existing problems are:The poverty of forest resources, uneven distribution, low quality; limited surrounding green caused by not enough science in various types of engineering; serious destruction of forest resources. And, the two main causes are:great destruction of forest resources caused by the pursuit of rapid economic development; difficult treatment caused by serious desertification.Part III:The construction problems and their causes of the construction of forest Chongqing. The construction problems are:leaders did not pay enough attention to it; Capital investment sustains difficultly; Ecological degradation may be caused by large areas of single exotic species plantations; reform of collective forest rights faces bottlenecks. The reasons are:Not important enough attached to the leadership for a long time; lack of money input long-term mechanism; forest science and technology lags behind the construction of forest Chongqing; forest eco-consciousness is excluded by forest economic sense; supporting policies are imperfect.PartⅣ:Measures and suggestions of the construction of forest Chongqing. Solutions are proposed through two major aspects:First, Scientific Concept of Development should be the guidance of the construction of forest Chongqing; second, specific countermeasures of the construction of forest Chongqing.
