Six Sigma method is currently the most advanced quality management method and was even regarded as the most advanced management concept in the present world, and is one of enterprise rapid development efficient paths. Small and Medium-sized enterprises (SMEs) as an important part of our national economy, the question whether the six sigma management is also suitable for the small and medium-sized enterprise, obtains very big attention in the academic circle and the business community.This paper mainly studies the question whether Six Sigma can be applied in the small and medium-sized enterprise. The main work and conclusion of this paper research was following.Firstly, the implementation of Six Sigma in SMEs is feasible to some extent. Six Sigma is a methodology to measure and optimize processes, and whether large enterprises or SMEs, their business activities are formed by the process. According to the current domestic and foreign enterprises the status of implementation of Six Sigma, and from our present situation and characteristics of SMEs, used SWOT analysis to illustrate the necessity and feasibility of the application of Six Sigma management in SMEs.Secondly, the implementation of Six Sigma in SMEs should be based on Total Quality Management level above. According to the conditions for the implementation of Six Sigma, not all SMEs can implement Six Sigma. Under the three basic principles of Total Quality Management and the guarantee power of Six Sigma implementation (i.e., customer-focused, full participation, continuous improvement, leadership), raised a self-assessment model of the level of SME quality management to describe the specific performance about Total Quality Management level of SMEs.Finally, built the system framework about based on TQM Six Sigma management in SMEs, and through case studies proved the feasibility and effectiveness of the management system. Considering the basic elements of Total Quality Management in the enterprise, combined with the characteristics of SMEs in China, built the system framework about based on TQM Six Sigma management in SMEs, and elaborated the three elements of this framework of Six Sigma Management Committee established, the enterprise daily production management, and Six Sigma projects Selection and improvement. Example of one medium-sized enterprise, according to their actual management level, used value chain analysis method to analyze the activities within the enterprise, define the standard of these activities about different Sigma level; applied Minitab software to improve the selected Six Sigma improvement projects. The system framework could provide the method reference to the application of Six Sigma in SMEs.In this paper, the study of the implement Six Sigma to the small and medium-sized enterprise, proposed a framework about SMEs Six Sigma management system based on TQM. This study work has certain reference and guidance for the following study about SMEs Six Sigma research.
