With the deepening of global integration and economic globalization,China's socialist market economic system has been gradually improved which increase the number of small and medium-sized enterprises and continue to enhance the strength and competitiveness.Its products and services in the market get a increasingly high proportion,created great wealth for our country and promote China's economic and social development.In addition,small and medium-sized enterprises also promote the optimization and upgrading of industrial structure,promote the development of science and technology innovation,offer a great opportunity,improve the living conditions of people and stable social order.The current development trend of small and medium enterprises and prospects is great,with the encouragement and support of government policies and two domestic and foreign market opportunities,but small and medium enterprises also face challenges from the international and domestic competition.Because of their small funds,lagging equipment,weak technology and low internal management level,thepressure of survival is also enormous.How to improve the internal management levels and how to strengthen its internal and external competitiveness,how to choose the internal management mode has become a major problem.In this regard,many small and medium enterprises choose to implement the Total Budget Management system.Indeed,as an important management model of modern enterprise,the Total Budget Management has been chosen in many large and medium-sized enterprises,also achieved good results.The Total Budget Management can make the enterprise reasonable allocation of resources,improve internal control and make a risk management control.But the small and medium-sized enterprises in the process of using the Total Budget Management,excessively pay attention to the problem of financial indicators,budget and enterprise strategy integration and budget evaluation is not reasonable.Now small and medium-sized enterprises are eager to improve the Total Budget Management and small and medium-sized enterprises.S company is a typical small and medium-sized enterprises,the implementation ofTotal Budget Management system is not a long time,and achieved certain results,but there still exist some defects,such as budget and enterprise strategic goals do not match,budget execution and control is not in place and so on.The Balanced Scorecard as an effective strategy for modern enterprise management can effectively realize the enterprise strategy,and it focus on financial and non-financial factors,Total Budget Management can fully absorb and learn from the strengths of The Balanced Scorecard.Combining the advantages of Total Budget Management system and The Balanced Scorecard is the inevitable trend of the future development of the Total Budget Management,the budget is in favor of the real results and the budget process control combination.S company introduced The Balanced Scorecard into Total Budget Management can improve the Total Budget Management and combine the enterprise budget and strategy.This paper first explains the background,significance,method and content of the topic,and then introduces the research status about the related theory of Total Budget Management and The Balanced Scorecard at home and abroad,and then implement a Total Budget Management mode for small and medium-sized enterprises of small and medium enterprises,introduces the present Total Budget Management problems and achievements.This paper selects the small and medium-sized enterprise S company as example,analyzes the current implementation of the implementation of a Total Budget Management situation and the existing problems,and puts forward some improvement proposals on this basis and combined the Total Budget Management and The Balanced Scorecard.The author hopes that opinions and suggestions from this paper puts can improve S company's current budget model,so as to enhance the internal control management level,promote the development of enterprise management,to ensure the realization of the strategic goal of enterprise.At the same time also hope that this new Total Budget Management mode can provide reference for similar problems in small and medium sized enterprises.
