On the Third Session of the 17th CPC Plenary, China passed a new strategic plan which named "CPC Central Committee Decisions on Major Issues of Promoting Rural Reform and Development", which undoubtedly has demonstrated the focus on agriculture, rural areas and farmers,the so called "three rural issues", of our Party and the state once again. In recent years, the rural society has made considerable progress in some aspects, including increasing incomes and agricultural production, gradually change of rural landscape. However, the extent of China's dual economy between city and rural is not reduced, but still widening.In order to realize the New Countryside Construction, and solve the "three rural issues", the sufficient supply of public goods in rural areas is an indispensable aspect of China's goals in rural areas. Inefficient supplement has seriously hampered the development of the rural economy, which has become a shackle. This article is based on this aspect, researching on new effective supply patterns of public goods in rural areas.The first part of this dissertation carried out a basic definition of effective supply, public goods in rural areas and new era, and explained some theories this article used. After the analysis of China's current pattern of public goods supply in rural areas, we made a study on the reasons for this inefficiency phenomenon. An example, named Tianjin Jing-Hai Pattern, has been showed after to prove the need of changing the old pattern. We chose United States and India Patterns as a reference, absorbed the good parts. At last, we proposed multi-center patterns of supply, which includes demand conduction pattern, integrated pattern between demand and supply, and supply pattern which is demand-oriented. There are three kinds of effective supply-patterns, which are collaborative pattern, participate pattern and dominant pattern. These three different patterns may have different effectiveness in a variety of environments. We should learn the different conditions to promote the implementation of these three effective patterns of supply on public goods, and set up a whole indicator system for evaluation.
