Due to the special nature of human capital, human capital measurement is very difficult, at present it is also a problem of human capital theory, the difficulties of measuring human capital is the one that human capital theory are the focus of criticism. Therefore, the study of human capital measurement is to improve the human capital theory necessary. In this paper, a knowledge-based staff as the object of study, through outstanding predecessors'econometric model of human capital value reviewed and summarized, this paper strived to establish a more reasonable value of human capital for knowledge workers of measurement methods. The main labor force in today's society are knowledge workers, so the correct measure of its value, for businesses to attract, train, motivate knowledge workers ,to enriches the theoretical foundation and to provides a practical guide.First of all, this paper was based on the overview of related theories. By stating definition and characteristics of knowledge workers, human capital theory, this paper elaborated a systematic analysis of knowledge workers with other types of similarities and differences between employees, and introduced the theory of human capital at home and abroad, while specifying the value of human capital measured the importance of research. The paper presented a knowledge-based employee of the five characteristics of human capital, and human capital play a critical point.Secondly, though knowledge workers of human capital stock, personalization of knowledge workers, organizational environment of knowledge workers, this paper analyzed the factors of human capital value ,and based on these three aspects of knowledge workers to build the value of human capital measurement indicators for system; Then, through a questionnaire survey, access to data, using factor analysis of knowledge workers come to affect the value of human capital of the eight factors: working knowledge of factors, capacity factors, health factors, work experience factor, the moral quality factor, the mentality factor, corporate culture factors, job characteristics factor. Through the analytic hierarchy process, by the use of expert surveys, this paper determined the weight of various factors, and established a knowledge-based worker of human capital measurement model.Finally, based on knowledge workers in the verification of the value of human capital measurement model, this paper summarized research results and inadequate. Knowledge workers value measurement of human capital provided a more solid theoretical basis for human capital pricing, investment and the development employee incentives, and improved the human capital theory provides a favorable support.
