This essay mainly focuses on the construction of an investors-oriented open-end fund evaluation and rating system, the difference between the target system and other rating systems is that it is investor-oriented. It is of great importance for us to set up an investor-oriented rating system, its investor-oriented characteristic enables the rating agency or institution to market the rating and evaluation service as a kind of product, which helps the rating system achieve sustainable growth. As we added the characteristic of investor- oriented, the studied rating system should include three basic parts, the comprehensive funds evaluation part, the service mode part and the service–operating mode part. Among the three, the comprehensive rating part is the most basic one, it's the prerequisite for the other two parts, the service mode is related with how to pass the rating result to the investor most efficiently, and the last part includes how to operate the service and how to market those products to make profits.Before studying of the rating system, the writer firstly study the traditional theory of funds evaluating and the service mode of some relevant agency, then the writer go through the existing rating system to find the problems, lastly the writer will illustrates the target system according to its structure.The conclusion of this essay is that the existing rating system failed to meet the requirement of the development of open-end funds market, what we need is an investor-oriented and sustainable rating system, besides the basic part of funds evaluation, the system should also include the service mode part and service-operating part, which directly benefit the investors and help the open-end market grow.
