As the global financial crisis, development of our country economic has an inevitable recession, and the impacting to eastern export-oriented economy is more serious. In order to standing against the economic recession, huge companies begin to optimize and upgrade of the industrial structure, and they require rural workers who have better work skill or technique. Thus the structural contradictions of rural workers supply and demand become obvious. In base this case, it is very important that advancing human capital of rural workers though education, training, employment services, health, medical and insurance.The other studies about human capital development of rural workers often were what should be done in output place. While this study is about what should be done in input place by ShuangYu Town example. Firstly, the writer proves that development human capital of rural workers can help economic growth in this town by empirical work. Secondly, the study resolves the focus question that is how to distribute investment to five main methods and seventeen concrete measures.At last, there are the conclusions and advices. (1) The Empirical Research shows that human capital development of out-of-town rural workers, which is vitally valuable for economic growth of this town, should be enhanced.(2) The list of five methods developing human capital in order of priority is education, job training, medical and health care, employment services, job-hopping and study in working.(3) There are seventeen concrete measures. Short term job skill and safety training is primary. Elementary, middle and high school education and vocation qualifications are secondary. The else measures in order of priority are cooperative medical service and on-job injury insurance system, study in working, medical equipment and talents, brain gaining, propaganda about law, expanding covering surface of labor supply and demand information network, short-term education and corporate culture training, construction of personnel market, adult education and evening schools, increasing in health care and sports equipment investment, popularization about medical and health care knowledge, coeducation with universities and colleges, perfection of job-hopping services. (4) The investment in short term job skill and safety training should be over half of job training financial input.(5) In medical and health care, cooperative medical service and on-job injury insurance system are primary, medical equipment and talents are secondary. The last is popularization about medical and health care knowledge and increasing in health care and sports equipment investment. (6) The list of measures about job-hopping in order of priority is brain gaining, perfection of job-hopping services and expanding covering surface of labor supply and demand information network, construction of personnel market.
