Research On The Construction Of Refugee Workers' Capital In Henan Province Under The Background Of Rural Revitalization Strategy

The problem of agricultural and rural peasants is a fundamental issue related to the national economy and the people's livelihood.At the 19 th National Congress,General Secretary Xi proposed the strategy of rural revitalization and once again emphasized the important role of rural construction.The rural construction from rural to rural revitalization is not only a strategic extension of “how to develop faster in rural areas”but also “how to develop better in rural areas”,and promotes the implementation of rural revitalization to a new strategic height.It not only helps to solve the "three rural" problem,but also can see that in the process of rural modernization development,the party has a new understanding of the functional positioning of the village.This paper takes Henan Province as the research object,and returns the main body of migrant workers.On the basis of previous studies,it mainly uses the method of normative analysis to analyze the current situation of the construction of returning farmers' capital in Henan Province through literature search and data analysis.Identify problems and make policy recommendations.Firstly,it analyzes the trend of returning migrant workers across the country,then analyzes the trend of returning migrant workers in Henan Province and the reasons for returning them.Then,starting from the policy of revitalizing talents in the rural revitalization of Henan Province,this paper analyzes the current situation of the return of peasant workers' capital construction in Henan Province.There are problems.At the same time,it analyzes the national rural revitalization strategy talent requirements,the Henan province's medium and long-term talent development plan and the Henan rural revitalization strategic plan,and finds five types of human capital needed for rural revitalization in Henan Province.Finally,according to the problems existing in the construction of the returning peasant workers' capital in Henan Province,and the human capital demand for the revitalization of rural areas in Henan Province,relevant policy recommendations were put forward.This paper has completed the following objectives: First,using the method of comparison and logic reconstruction,the current situation of the construction of the capital construction of returning farmers in Henan Province is accurately evaluated from the four aspects of education,vocational training,employment and medical health,and find Second,from the national and Henan rural revitalization strategic planning,Henan province's medium and long-term talent development plan,analyze the type of humancapital needed for rural revitalization in Henan Province;third,according to Henan Province,returning peasant workers' capital The problems existing in the construction and the human capital demand for rural revitalization in Henan Province are proposed from the common perspectives of education and vocational training and the characteristics of human capital demand types,thus strengthening the human capital construction of returning migrant workers in Henan Province.At the same time,this paper embodies the following main points: First,rural human capital plays an important role in the rural revitalization strategy and greatly promotes the realization of the rural revitalization strategy.Second,the role of returning migrant workers and left-behind farmers is even more prominent in the rural revitalization strategy.Third,the human capital construction of migrant workers in Henan Province has cultural limitations,lack of management skills,low level of science and technology,inadequate governance capacity,and lack of social security.It does not meet the requirements of rural revitalization of human capital.Fourth,the return of migrant workers is a potential human resource.Only through construction can we better serve the revitalization of the countryside.For the construction of returning migrant workers in Henan Province,it is necessary to use education,vocational training and other measures to improve the overall quality of migrant workers.It is also necessary to start from the rural demand for the revitalization of human capital and propose targeted recommendations.
