Research On The Standardization Of Government Behavior In The BOT Mode

Since the age of 80s of the last century, BOT construction mode started to be noticed in various countries of the world, and draw a lot of attention from them. As a project financing and a kind of approach of construction, it began to play an important role in national infrastructure construction, and provided much stimulation to the local economic and social development. After more than 20 years of development, the BOT model is not only made remarkable achievements in developed countries, and also, there have been many successful cases in the vast developing countries. With the continuous deepening of China's reform and opening up, constantly improvement of the socialist market economy and the considerable progress of building a service-oriented government, BOT construction model used in China are also demonstrating maturity and generalized trends.However, with the BOT model in China's development, a number of potential issues are becoming increasingly exposed. And Non-standardized government behavior problems occupied an important position in many reasons for leading to failed BOT projects. Therefore, how to definite the role of government in the BOT and to bring its behavior standardized, and let the BOT model plays a positive role in China's development, and so this effort will generate a great deal of significance.Based on the above, this article from the Government's point of view, to be used in project management, game theory, administrative studies on the theories and methods, in order to make in-depth discussions. Firstly, this paper analyzes the concept of BOT model, characteristics, strengths and development process, after collected a large amounts of data, then attempt to analyze the status quo of BOT model in China. Secondly, this paper analyzes the relationships between BOT and infrastructure building, and demonstrates that the BOT model used in infrastructure construction is reasonable. Thirdly, from the government's role in all aspects of the BOT model, this article focus the position of the roles and functions of Government in BOT model. Fourthly, in this paper, a lot of space and energy are spent on a detailed analysis and decomposition of the government concrete practice in BOT projects. And then, in order to make these break down standardized, this paper adopts many project management methods and tools to systematic regularize these activities which are break down into the operational level and the responsibility can be assigned to the individual, and attempt to make efforts to make the government-behavior standardized. It then uses game theory to establish a model, made a theoretical explanation of the government decision-making and support of the normalization of certain key actions. Finally, In conclusion, based on the summary of the full text, we made a discussion of the future research orientations.
