| With the approach of the peak of population, industrialization and urbanization, our nation is undergoing an important period of strategic opportunities. It is a period of increasing problems that environmental constraints become the main prevention of social developments.Land resources is facing an increasing imbalance between supply and demand and pressures from the limited space and environment. As the key zone of urban development and utilization of land resource, development zone plays a significant role in improving the high-speed development of social economic.It has already became the booster of structural readjustments, industry upgrades and regional developments. However, during the process of utilization of land resources, there are still some problems unsolved such as emphasis on extension than tapping the potentiality, emphasis on scales than efficiency, and emphasis on attracting investments than planning. In order to ensure the economical and social sustainable development and develop the utilization ability of land resource protection and sustainable usage, it is necessary to stand to the scientific outlook on development that to build a resources-saving style society. It has a particular theoretical and pragmatic meaning to set up a complete evaluation system of land consolidation and enhance the land's involvement in capacity for macro-economic regulation and control.This paper select 34 Provincial-level Development Zones as the research object. With the support of GIS and the analysis method of the Land planning science,the land economics and the Mathematics Statistics,it take a deep research of the intensive land use level and its potential in the 34 Provincial-level Development Zones in Chongqing, explaining the problem in them. It also put forward the countermeasure and advices for the development of intensive land use, aiming to provide references for the local government at several levels to adjust the Industrial Layout,for the Planning Layout of the land use and for the further development of the intensive land use level.1.The Level of Intensive Use of Land in Chongqing Open Economic ZoneWhen doing the research, I find the level of intensive use of land in Chongqing Open Economic Zone is low in general.This is the real reflection that our country has paid too much attention to the expansion instead of the potential of the heavy industry land use since the urbanization and industrialization in our country. At the point of this time, the level of intensive use of land of most of the type 1 area (the downtown areas)is higher than the average level in Chongqing. However, that of most of the type II and type III areas is lower than the average level.But with the gradual implementation of the strict policy of cultivated land protection, the momentum of the city development and blind expansion of the industrialization has been contained partly. The potential development of Chongqing Open Economic Zone has gradually become an important way to increase the supply of land in the Open Economic Zone. So the level of intensive use of land in Chongqing Open Economic Zone has the potential to rise stably.It has a rising space for usage situation, utilization efficiency and managing performance which are the factors of goal of land consolidation. The utilization for land consolidation of the development areas in chongqing reveals some disadvantages and also indicates more spaces and potential of improving those present conditions. considering about this situation, we should take efforts to adding investments of the unit area lands, rising the utilization rates of lands and improving the managing ways of land management offices according to the situation of local ecomomy for finding out a intensive and efficient measure to cope with the utilization of lands.2. The Potentiality in Use of Land Consolidation of ChongqingThe potential for utilization of land consolidation in tapping area of the whole city includes extensive potential, intensive potential, economy potential and management potential.The calculation result of adding up four aspects above equals 6338.25 hectare,53.32 percent of the total area of the whole tapping area. Region I, II, III of the potential for utilization of land consolidation in tapping area of the whole city occupy individually 2551.20 hectare,2887.81 hectare and 899.24 hectare, with 49.07 percent,63.54 percent and 41.38 percent of the total area. The scale of potential for utilization of land consolidation in tapping area of the whole city and regions is huge, basically achieving 50 percent of the total area, and even Region II gets 63.54 percent.According to extensive potential, intensive potential, economy potential, management potential and general scale of land consolidation in Chongqing tapping area, the future of tapping area in Chongqing should be the road of exploring both connotation and denotation. With moderately speeding up the pace of the land exploration and the rate of land construction, and steadily arising input-output extension, plot ratio and building density of industrial land, while increasing the plot ratio and building density of industrial and mineral storage land, we also need to explore the space of industrial land by appropriately adjusting the using land structure. |
