China is a large agricultural country. A long time, agriculture and rural economic development have always been the major problems of China's economic and social development. In the transfer of surplus agricultural labor force, China has achieved some results since reform and opening. However, facing many constraints, how to effectively organize this work is a long and arduous test to modern government. Especially under the background of the current transformation of government functions and the reform of government work performance, the task even more arduous.This paper analyses the related background and constraints of this. It also comprehensive analyses and compares the government functions of the developed countries and our government in the process of this. It pointed out that the Chinese government in the rural surplus labor transfer results obtained in the course as well as the difficulties faced, and further put forward in the present circumstances: institutional barriers should be eliminated to improve the overall quality of the rural labor force, and deepen the internal agricultural employment, the development of township enterprises, to improve the absorptive capacity of non-agricultural industries, as well as increasing investment in human capital and other ways to broaden the transfer of labor . Through a variety of relevant policies and the implementation of the institutional reforms, our government strengthens the function in the process of rural surplus labor transfer, and ultimately changes China's industrial structure and makes the coordinated development of the socio-economic.
