Solutions To Rural Surplus Labors

Nowadays, central government advocates human-centered scientific concept of development featuring comprehensive, coordinated and sustainable development of the economy, society and human, especially pays more attention to "San Nong" issues. Under this situation, we realize obviously that transfer of rural surplus labors is indispensable to the achievement of "well-off society" goal. Therefore, how to achieve successful transfer of rural surplus labors has become one of the urgent strategic issues in building China-style socialism.Xinhua county in Hunan province is one of the poorest counties in China. For a long time, the sharp contradiction between population and land, along with the severe employment situation have resulted in a low living level in Xinhua county. To find proper solutions for transfer of rural surplus labors according to the reality, is quit important for the poverty problem in Xinhua county. Based on Marxism, Leninism, Mao's thought, Deng's theory and the important thought of "Three Represents", referring to domestic and overseas studies, using related sociology, politics and economics theories, we discuss approaches for the transfer of rural surplus labors in Xinhua county in this thesis by means of quantitative analysis of statistical data and demonstration analysis of typical cases.This thesis consists of four sections. The first is a comprehensive statement of theories on transfer of rural surplus labors from western economists and domestic researcher, which set a theoretical basis for the study on Xinhua county's case. In the second section, necessity of accelerating the transfer of rural surplus labors in Xinhua county is pointed out, after analyzing basic natural condition and employment situation. Then, restriction factors for the transfer of surplus labors in Xinhua county are analyzed in terms of population, economy andregulations. Finally, combining with the actual situation in Xinhua county, some solutions to accelerate the transfer of rural surplus labors are proposed.
