How to manage the software development is a difficult problem because of the inherent characteristics of the software industry, and it's even more serious to the local small and medium software enterprises since the reasons came from both external and internal. At first the paper introduce the theory framework and the definition of the project management, some concepts and theories of software development management and the characteristics of software development project compared to traditional industry, then, given by the actual conditions of the local small and medium software enterprise,discuss the theory, problems and methods of software development project management on three foremost aspects of the project management: demand management, planned management and progress control.In the chapters about the demand management, the planned management and the progress control of the software development project,the contents of the paper are composed as: related contents in the PMBOK,the relevant methods in the software development project management,then the problems and improved strategies of our small and medium-sized software enterprises. At the end of each section, I use a practical case of our company to analyse the problem before we adopt the method of project management, then state how we do it and what we get from project management after adopting it.At last the paper provides a suit of improved proposal for our small and medium enterprises. Through what have been discussed above, the paper draws the conclusion that small and medium software enterprises could improve the project management to reduce the cost by reconsider and redefine the demand management, the planned management and the progress control.
