The Research Of Project Management For Local Small And Medium Software Enterprises

How to manage the software development is a difficult problem because of the inherent characteristics of the software industry, and it's even more serious to the local small and medium software enterprises since the reasons came from both external and internal. At first the paper introduce the theory framework and the definition of the project management, some concepts and theories of software development management and the characteristics of software development project compared to traditional industry, then, given by the actual conditions of the local small and medium software enterprise, discuss the theory, problems and methods of software development project management on three foremost aspects of the project management: cost management, human resource management and risk management.In the chapters about the cost management, the human resource management and the risk management of the software development project, the contents of the paper are composed as: related contents in the PMBOK, the relevant methods in the software development project management, then the problems and improved strategies of our small and medium-sized software enterprises. Particularly, the paper discusses a mature parameter model of the software development cost estimate, COCOMO II, and cost change caused by the activities of the human resource management and the risk management according to the 22 cost drivers defined in the model.At last the paper provides a suit of improved proposal for our local small and medium enterprises, and stimulates the result of our proposal by the COCOMO II. Through what have been discussed above, the paper draws the conclusion that local small and medium software enterprises could improve the project management to reduce the cost by reconsider and redefine the organization structure, the business process and management specification.
