The technical barriers to trade,as a kind of new non-tariff barrier,areprevailing in a lot of countries,especially in developed countries,the native and foreign scholars arepaying more attention to researching it. The technical barrier to trade iscovert and formally reasonable,its forms are very complicated,so it islegal and easy to become the important method to portecting foreign trade,resulting in the prevalence of the trading protectionism. Thetechnical barrier to trade includes technical laws,technical criterion,procedure of qualified assess,requests of packing and labels,green barriers and information technology barrier. The economic effects of the technical barriers to trade to the import countries and export ones are by quantity restriting effects and price restricting effects. They not only have negative effects on the export countries,but also on the import countries.The technical barriers to trade have obvious restricting effects,but also have some positive effects on our country's mechanical and electric industry. The negative affects are increasing the products cost,weakening the international competition power,clagging the development of our country's export trade. The positive affects of the technical barriers to trade on our mechanical and electrical industry are pushing the technical innovation and structural upgrade. At the present time,our export of the mechanical and electric products has the following characteristics:the export increases rapidly,the producing costs are low,the export structure is improving. The results are heart-stirring,but we should see the potential problems. For examples,the exporting markets are centralized in America and Europe, the structure of our mechanical and electric industry isunreasonable,the export order is tangly,the export companies are in lackof the international criterion system. These problems result inthe technical barriers to trade of our mechanical and electric products. At present,the main technical tactics to trade come form the EU,America,Japan and other developed countries and regions. With the increase of the trade of our mechanical and eletric products,these technical tactics bring more influences on the export of our mechanical and electric products. The macroscopical reason why our country's foreign trade subjects to foreign technical barriers to trade is the competition of political and economic benefits;the microcosmic reasons are the more and more high technical threshold,our technology being inferior to developed countries's, our mechanical and electrical industry being behindhand.We use qualitative and quantitative methods to analyse the affects of foreign technical barrier to trade on our export of mechanical and electricalproducts,and bring forward the material protesting tactics for the government and industries. The government and industries shuoud cooperate and build a strategical alliance and set down feasible tactics to get across foreign technical barrier to trade so that we can protect our proper benefits,achieve the steady and sustainable development of foreign trade. |
