Since the beginning of this year, five consecutive major and key cases have occurred among domestic commercial banks, which directly endanger the safety of the bank, and its harm is extremely startling. From the analysis of the five cases, most of them are caused by lack of control in various operational links of grass-root business network of bank, Therefore, it has become a consensus among financial theoretical circles of regulating administration and commercial banks in fending off operational risks in all operational lines.Taking operational risk management as its main theme and through the discussion of operational risk both home and abroad, by making empirical research, the paper discusses countermeasures for operational risk management targeted at existing problems in risk management of SPDB Shenyang branch. The paper consists of five chapters, its hierarchical structure, basic content and main points are as follows:The first chapter is the introduction. combine with the current research situation of operational risks in both domestic and overseas commercial banks, discusses the meaning and purpose of the research, it brings up the ideas and framework of the research.The second chapter is an overall review of the documents. It starts by giving the definition, classification, measurement and management of operational risks in overseas commercial banks, and then brings up the current research situation as well as deficiency of operational risks. Finally deals with definition, classification, causes, performance and trends of operational risk management in commercial banks.The third chapter analyzes current situation of operational risk management in Shenyang branch. Firstly, it briefs the formation and development of the Branch, Secondly, it introduces the organization structure of the branch, identifies operational risk management departments. Then, based on the actual condition of horizontal operational risk management among banks in Shenyang, it makes specific analysis into the current situation of operational risk management in Shenyang branch. Finally, it illustrates existing problems of Shenyang branch.The fourth chapter discusses countermeasures of perfecting operational risk management in SPDB Shenyang branch. It mainly covers six aspects of perfecting operational risk management organization structure, management and operational function of relevant departments, operational risk supervision system, rebuilding operational business system and process, operational staff training system, cultivating good enterprise culture of Shenyang branch, it also puts forward measures for Shenyang branch to better its operational risk management.The fifth chapter is the conclusion. Firstly, it summarizes the research on operational risk management in SPDB Shenyang branch, points out the limitations of this article. And then brings up the importance and direction of the research on operational risk management in the future.
