The shift of rural labor is a universal phenomenon of the process of modernization in all countries of the world. Since China's reform and opening up, Chinese farmers can leave their hometown and are employed as a worker in cities freely. And this leads to the formation of a special social group– rural migrant workers. This group is the product of China's economic and social transition, it also has great impact on structural changes of China's society and social stability. There are many issues of rural migrant workers need to be solved, one of the urgent among other issues is their employment. It is especially important to ensure their smooth employment as the whole world is suffering from the economic crisis.The groups of rural migrant workers have the characteristics of the following features:gain job information mainly from their relatives and friends, low educational level, and lack of the awareness of their rights. These characters of theirs and their important role in China's economic and social transition process, as well as the practical needs of western provinces to export surplus labor for, all make it necessary to develop specialized intermediary organiza- tions for the rural migrant workers. The development of employment-service intermediary organization for migrant workers is an important means to tackle the current problem concerning migrant workers'employment, and it also helps to solve the issues occurs in the transferring process of the surplus rural labor from the countryside to cities. Furthermore, the development of the intermediary organization is of great significance for future development of the rural area, urbanization and the economic and social transition in China.At present, there are many problems in the development of intermediary organiza- tions for migrant workers, such as the building of information networks is lagging behind the need of reality in the rural labor market, the service offered by the intermediary organizations is monotonous, the rules of becoming intermediary organizations for migrant workers are not strictly enough, the highly efficient regulatory system of government is not established yet, and relevant legal system need to be improved. With reference to the successful domestic and foreign cases of employment- service intermediary organization, we should focus on the following aspects to improve the service of intermediary organizations for migrant workers: build an information network with comprehen- sive coverage for the rural labor, cultivate brokers working in the rural labor market, develop new fields of service for intermediary organization, and standardize the development of labor dispatching employment methods.
