Study On Chinese Constuction Migrant Workers' Employment Under The Segmented Labor Markets

Farmer-turned workers are important power of pushing economic construction and social development,however,farmer-turned workers meet with various discriminations in employment and development under the segmented markets.This paper,on the basis of farmer-turned workers'survey data, refers of domestic and foreign theories:segmented labor markets,employment discrimination,labor flow and social security,and former scholars'studies on their employment. We find that there are prevalent"relation networks"between workers and managers and among different workers on construction job site.This paper in-depth researches the impacts on Chinese farmer-turned workers' income,,social security and social status,and makes the following conclusions and policy suggestions by qualitative and quantitative analytical methods.The main conclusions are as follows:1. Employment discrimination of Chinese farmer-turned workers is the institutional discrimination.2.The human capital difference is a main cause of income discrepancy between farmer-turned workers and urban workers.3.Define the relation between labor market segmentation and employment discrimination of farmer-turned workers.Their employment discrimination is a main cause of market segmentation,and inversely it deepens their discrimination in labor markets.The suggestions in policy are as follows:Labor market segmentation leads to weaken the foundational function of the labor market.It makes labor force resources not to get superiorly and national economy deviate from thePareto.Therefore,the purpose of this paper's policy suggestion is to construct a unified labor marketbetween urban and rural markets to reduce and eliminate Chinese market segmentation and employment discrimination of farmer-turned workers.The specific suggestions are as follows:1. Authorities should strengthen clean-up the laws,regulations and documents about farmer-turned workers' employment discrimination.2. Reform the management system of dual registered resident,carry out the regulation of residents' register.3. Reduce and eliminate farmer-turned workers' exante labor market discrimination.4. Construct and perfect the social security system in urban and countryside.5. Set up NGO similar to American EEOC in China.The originalities are as follows:1. Analyze Chinese farmer-turned workers' employment under the segmented markets and discusses the mechanism and measures of their employment system and labor social security.2.Deeply analyze the issue on farmer-turned workers'employment, define the relation and functional mechanism between the segmented labor markets and farmer-turned workers and enrich the Chinese farmer-turned workers' labor market theory.
