Since 2008, it appeared a phenomenon like "migrant workers return home," and college students' employment difficulties influenced by the international financial crisis. Government of China on the one hand take measures to unemployment benefits actively, on the other hand promote the expansion of employment programs. Although at a certain extent it worked, the unemployment rate is still higher than in previous years around the growth according to statistics, the employment situation is not optimistic. As a result of regional economic and technological development at different levels, different labor market supply and demand situation and the different Government employment policy orientation, the uneven regional employment would result in total employment, human resources, distribution structure and the development of social security non-equilibrium.In this study, this research, based on the previous research and development of the index system, take a research on employment, unemployment, informal employment, as well as western economics, industrial economics and other related theoretical research; and it combines the foreign and domestic research to promote employment in the informal employment patterns; and it analyzes China's current job-related skills development in the region; and it refines the factors affecting the development of China's regional employment; and it selects the 31 provinces, municipalities and autonomous regions in China as a sample survey, using SPSS statistical software for statistical data collected, factor analysis, principal component analysis and cluster analysis; and it establishes a regional employment capability evaluation index, combined with qualitative research and quantitative research. Using established index system to analyze and to take quantification on the employment capacity of the country's 31 provinces, municipalities and autonomous regions; it reveals differences in the employability of our regional problems, and sample sort. The samples are divided into different levels of analysis according to results. The research tries to find out the reasons for the difference on China's regional employment capability development and the promotion of employment, and it gives the feasibility of system development, scientific and policy-related suggestions and countermeasures.
