On the background of intense regional competition of high-tech industry worldwide, High-tech zones in China proposed endogenous growth mechanism of "Creativity- Venture-Innovation" and endogenous growth path of "Venture - Incubation - Cluster ", with industrial organization innovation at the core. Secondary incubating network and high-tech industrial integration as new industrial organizations for high-tech industry cultivation, is favorable to promote enterprise agglomeration, industrial interaction and integrative innovation according to developing-strategy of the high-tech industry. Secondary incubating network as an integrated platform for high-tech industry, not only incubating high-growth enterprises, providing symbiotic environment for industrial elements agglomeration, but assisting enterprises in commercializing research findings and connecting commercial networks, which are of great significance in completing high-tech industrial chain, upgrading industrial core competencies, and promoting local industrial cluster upgrading and innovation-oriented country building.First, base on the literature reviewing, this paper defines the conception and summarizes the character of secondary incubating network and high-tech industrial integration. Then, systematical analysis on relationship between secondary incubating network and high-tech industrial integration is made. On this basis, the article explores impact of secondary incubating network on high-tech enterprise, industry and innovation from network structure and network relation. Further, an empirical analysis of the Dalian is made and has the conclusion that secondary incubating network has positive effects of high-tech industry integration, namely, the network could effectively enhance enterprise rent-creation capacity, network dynamic capability and integrated innovation capability. Finally, policy recommendations are presented according to research findings, in the hope of providing guidance to deeply probe into and practice regional economic theory.
