At present, China's banking sector is facing the greatest pressure to improve their own ability against the risk, which is also the basic requirement for all the members of banking industry in this financial crisis. Banks are facing major financial risks including market risk, credit risk, as well as the operational risk. Since operational risk has been assigned a clear definition and specification by the Basle Committee in 2004 in the "International Convergence of Capital Measurement and Capital Standards: Revised Framework" (the "New Basel Capital Accord"), it is gaining more and more attention. According to its definition - there are problems from imperfect internal processes, people and systems or external events caused by risks, including legal risk but excludes strategic risk and reputation risk - as well as the data over years of research, we can see that as a result of internal staff fraud acts, slack work, as well as the existence of objective errors, such risk behaviors might cause extensive and far-reaching consequences, as well as a great impact to the sound operation of China's banking industry and orderly development.Therefore, in order to further control the operational risk and lower the economic losses resulted from staff of commercial banks. This paper is trying to effectively analyze this problem in the view of staff behavior. To further improve the internal control system through an effective incentive and restraint staff behavior, the article creates a favorable staff order, to enable the bank to obtain a good reputation and stability in development.
