Study On The Restrictive Factors Of The Development Of The Rural Specialized Cooperative Organization

Through the course of converting conservative planned economy into modern market economy, Chinese villages are facing a new circle's instructure adjustment and social change. Rural grassroots organizations have changed a lot and slowly dissolved,modified and weakened. So villages must make responses to those phenomena. Then, rural cooperative organizations justly meet this need. It shall mean to be a kind of cooperative organization which provides various services of pre-production,mid-production and post-production to farmers in a sort of agricultural field. Which represents the basic interests of farmers and takes the principle of mutual benefit unconstraintedly,democratic management and composed by themselves. Taking concern of the institution environment, agricultural cooperative organizations are placing in a period of blindly groping and being disturbed by many benefit groups. They generally are small size and weakness. So there is a big meaning to build up such organizations, which may be useful to adjust agricultural industry constructure. Especially concerning regime retracted from villages and autonomy in rural grassroots organizations, rural cooperative organizations must play a more important role in protecting farmers'benefits. This paper selects three kinds of cooperative organizations, including specialty cooperative organizations,share ones and leading enterprises. In the course of surveying, I adopted the way of authoritative interview, and interviewed many people to find various problems in the respects of weakness institution,imperfect framework and deficiency functions. I maked use of various theories to explain and analysis many factors'negative influences to rural cooperative organizations. At the same time, I used many cases to certify my viewpoints. In the end, I suggested that regime should set up a lot of related laws and build up reasonable apartments. Government should try its best to build up and perfect rural cooperative finance institution. Rural grassroots government should train more farmers and lift their level and so on. So, I think that the cooperative organization should be a outcome influenced by government and farmers. They usually be weaken and small-sized. They need help from surroundings, but they need to become stronger than ever. I wish rural cooperative organizations should grow up in most of chinese villages.
