Research On Rebuilding The Villages In The City In Jinan

Since reform and opening, China has entered the "accelerated phase" in the process of urbanization along with rapid economic development, the continuous optimization of industrial structure and rising level of urbanization. But, just as an American scholars said, many "city disease" also generated accompanied by the acceleration of urbanization process. Among them, the problem of the villages in the city resulted by the urban-rural dual structure adopted in China for a long time is one of the important "city disease" generated in the medium-term process of urbanization.The expression of the concept of "the villages in the city" is established by usage. Most domestic scholars give different definitions to the villages in the city according to their own research, but they agree on those villages which comes into being in the city's rapid development and expansion, locates in city planning area or the urban-rural intersections, surrounded or semi-surrounded by the city built-up area and does not have or have few agricultural lands. They still retain the traces of original agricultural society such as social structure, economic life, identity and management. They do not really integrate into the city to be a part.At present, the quantity of the villages in the city in China is rising. And universally there are many problems in the villages in the city such as the bad living environment, development out of order, lack of stamina, social security and medical security system not founded. House rent is the main source of villagers' livelihood. So, villagers build up many illegal and disordered houses for rent driven by economic benefits and due to the lack of government management. In the villages in the city, most houses are low and dilapidated; power supply, water supply and drainage facilities is aging; basic construction for heating supply and gas supply is short; population composition is complex; public security is very serious; it is very difficult to obtain employment; basic construction for education and software levels are significantly lagging behind the city. All problems on village in the city have become the great obstacle to hinder the healthy development of city and building a socialist harmonious society. How to solve the problems of the villages in the city has become the important topic in the current work of government.Rebuilding is an important way in solving the problems of villages in the city, but it is a very complex social project because no village in the city is same. It is also a great challenge for the current government to adjust measures to local conditions and rebuild the village in the city properly. In this dissertation, villages in the city of Jinan is the main research object. On the base of fully using domestic and overseas research achievements for reference, I analyze the status quo, problems of villages in the city in Jinan and the rebuilding process and its difficulties deeply and particularly. I also put forward new idea and reasonable advice for the rebuilding in next stage.
