The project risk management in mobile telecommunication construction is the application of risk management theories in mobile telecommunication field. The research in this field should base on the knowledge of risk management, project management and mobile telecommunication technology. The application and research in this field is still in a low level. In the past few years after 2000, the scale of mobile telecommunication construction has been growing very rapidly. With the release of 3G licenses for mobile telecommunication technology in China, all the three major operators as CMCC, CT, Unicom will invest much more in mobile communication construction in the coming 2~3 years. With lower unit price and greater project scale, the project managers are facing more pressure than before. All this required the project managers putting more efforts in project risk management. This leads to enormous demands with the application research of project risk management in mobile telecommunication construction field.This paper summarizes the characteristics of mobile communication construction project in the first. After the study on some classical project risk management system, a cycle project risk management model which is suitable for the rapidly changing risks in this field is setup for mobile telecommunication construction project. This paper also systemically provides the suitable processes and method for all four stages of the risk management circle, risk identification, risk analysis, risk response and risk monitoring and controlling.Risk identification is the basis of risk management. This paper gives five risk identification methods for mobile telecommunication project. With the risks identified a risk list will be made and further analysis and evaluation will be made with expert estimation and the matrix of risk probability. With the result of identification and analysis, a response plan for negative will be made based on four optional countermeasures like risk aversion, risk retention, risk mitigation, risk transfer. The last stage in a risk management circle is risk monitoring and controlling. Circle project risk management process is a dynamic cycling process and all four stages are associated tightly.In the last, risk management was applied in a mobile telecommunication construction project case which occurred during 2008~2009. During the progress of the project, many project risk management activities was carried out which including risk checklist, brainstorming, expert investigation, risk monitoring, risk countermeasure and so on. These efforts will be a good reference to other project managements in this field. In addition, PERT method was used as a quantitative evaluation method in this project case to evaluate the probability of a key schedule target and optimize the project plan to increase the probability.
