Research On The Mode And Mechanism Of Technology Standard Alliances

The competitions of standardization are getting sharp with the rapid development of newly rising industry, and technology standard alliance is becoming a kind of important strategy. The competitions of technology standard are the most important in the modern mobile communication development, the formation and spread of mobile communication are improved by the technology standard alliance. The choice and operation of its mode play a key role in the technology standard alliance while the alliance is in the beginning stage of China, it's very important to investigate the mode and mechanism of technology standard alliance, and discuss the development of mobile communication standard, which can provide significant recommendations to the government and companies of China. Five parts are involved in this article.The background and significance of this topic were introduced in Chapter 1, related theories of technology standard alliance were reviewed, objects and methods of this study were identified. The theory of technology standard and its alliance was discussed in Chapter 2, the concept of technology standard alliance was introduced, and also its types, characteristics and generating pathways, market and alliance were the main pathways existed. The construction reasons of technology standard alliance were analyzed from six aspects in Chapter 3, and technology standard alliance were divided into three kinds which included mixed, multi-company- coordinated, and compromised, according to the amount of participants and their behaviors in the program set on the basis of technology standard. In Chapter 4, the running mechanism of technology standard alliance comprising organization, construction, operation of alliance, and the governmental contribution in the alliance were discussed. Operation strategies such as membership, intellectual property rights, standard formulation and generalization, manufactures development, risk precaution and so on, which suitable to the specified organization of alliance were analyzed in detail. The mechanisms and practices of mobile communication technology standard alliance were investigated in Chapter 5. The development and diversity of standard production mechanism in the process of communication industry were analyzed by comparing the mode of communication industry development in US, Europe, Japan, Korean, and China, introducing Motorola's success in 3G standard establishment by using technology standard alliance. The operating mechanisms of 3G standard TD-SCDMA of China were emphasized. The impact factors on TD-SCDMA technology standard alliance mainly included the members, standard technique and management of alliance, and governmental contribution in the development of TD-SCDMA standard. The improvement of alliance open degree, increasing of governmental supporting and enhancement of independent innovation were recommended. Finally, the major conclusions, new ideas, research limitation and further orientation were summarized. In this study, technology standard alliance is a new type, in which operating mechanisms play a key role, referring to intellectual property rights, members, techniques and management of alliance, which is a complicated systemic procedure. This study provide theoretical basis and sthenia syndrome to the mode preference of technology standard alliance, realization of entirety optimization and successful launch of technology standard alliance.
