With the rapid economic and social development, China's soft science research goes into the period of rapid development. It is playing an increasingly important role in economic construction and social development. Soft science has played an irreplaceable role in solving decision-making, organizational and management issues in our country's socialist modernization construction. It also plays an irreplaceable role in promoting development of economic, science and technology, coordinating development of society, supporting decision-making at all levels of leadership.Soft science research project has its own characteristics and requirements, what determine evaluation model should also has its own characteristics. In recent years, although our country has issued a series of soft science research project evaluation methods and norms, it still has widespread problems. Research project evaluation focuses on pre-evaluation, but neglects post-evaluation. At present, project post-evaluation theory and methods are applicable to fixed-asset investment projects, but it isn't applicable to scientific research project post-evaluation. Research about soft science research project post-evaluation, mainly focuses on the acceptance evaluation, has not appeared performance evaluation. From the view of evaluation content, the current soft science project post-evaluation focuses on the level of research results and economic benefits, but neglects sustainability and social evaluation. However, these contents are very important to soft science project post-evaluation.The purpose of this study is in close connection with the characteristics of soft science and the actual needs of scientific research project post-evaluation, to explore the elements of post-evaluation system and its characteristics, select suitable evaluation methods, set up one complete sets of post-evaluation index system and evaluation model, and gives the soft science research project post-evaluation proposals. This article is divided into 6 chapters. Chapter one mainly talks about research background, research significance, research status and research framework. Chapter 2 analyzes soft science research project evaluation system, the relationship between acceptance evaluation and performance evaluation and the methods of evaluation. Chapter 3 is about the elements of soft science project post-evaluation, this chapter separately studies evaluator, the evaluation object, the evaluation objectives, evaluation basis and evaluation index, analyzes the Characteristics of elements. Chapter four studies acceptance evaluation, and establishes a model of soft science research project results level evaluation. Chapter five studies the soft science research project performance evaluation, set up soft science research project performance evaluation model. Chapter six is research summary, it also gives countermeasures about soft science research project post-evaluation in Shandong Province.
