As the operation mode of China Telecom is changing from the extensive operation mode to the fine one, the construction of "client-centered" telecommunication IT is gradually improved. Since 2003, Jiangsu Telecom Precision Marketing Support System has been taking the heavy responsibility of showing customer information and analyzing client actions. But along with the promotion of the transforming business, the leaders of enterprises pay more and more attention on customers' potential needs and consumption behavior, which requires the system to be able to deeply analyze the value behavior of different customer groups from multiple latitudes. Under such condition, we need to change the Precision Marketing Support System, such as upgrading the hardware, expanding the capacity, developing the software and changing the interface.This thesis mainly introduces the following aspects:1. This thesis introduces the development course of Jiangsu Telecom Precision Marketing Support System and the necessities of changing the system under this new situation.2. This thesis introduces the current status of Jiangsu Telecom Precision Marketing Support System's hardware (including the Database Host, the Interface Host, Web Application Server) and analyzes the necessities of upgrading the hardware and expanding the capacity. This thesis predicts the TPCC needed by the system according to the data that includes the number of customer manager, the traffic, and the number of bills, and make the capacity expansion program of the local network hosts. Meanwhile, according to the following three modules, including 1183344 calling record, new type accounting, and agent channels, the thesis calculates the capacity room and make a program of the local network array capacity expansion. However, the center platform of Jiangsu province as a summary point of data, it requires for much higher-quality hardware in order to bear much more information. This thesis put forward a capacity expansion program of the center platform through data prediction and analysis.3. As for the aspects of the software development, we should do the needs analysis and design of the newly added functional module. This thesis analyzes the functional needs of the four newly added modules which includes commercial opportunity management, contract management, work management and expense management. It also designs the working process of the four modules and makes them combined with the customer information module, which forms the client-centered closed-loop management and improve the development of the transforming business.4. The data of Precision Marketing Support System is received from other producing system. This thesis analyzes the necessities of changing the document interface, and makes the rules of interface between the Precision Marketing Support System and Business Support System. What's more, it even designs the way of implementation of the new interface.5. According the designed program, after upgrading the hardware, expanding the capacity and running the functions of the newly developed software and interface, the results shows the accuracy and reliability of the designed program. Therefore, this thesis puts forward an upgrading idea and a solution of the integrated information platform, which is in line with the Telecommunication enterprises' culture of "customer centered, and enhance the transforming business".
