"Precision marketing system "is not only the inevitable outcome of needs of intelligence from network information in time information, but also the inevitable result of development of information technology, information management and information services.The theory and applied research areas of "Network intelligence systems" study belong to the cross-study areas of network intelligence, project management and information science, which is hot issues and emerging research directions of modern information science and information technology areas. Nowadays, it gives us a lot of lessons on the experience of advanced countries'study on Business Intelligence which has great theoretical significance, reality significance, technical significance and intelligence significance who can advance our informationization greatly. About these I decide to do some discovery and attempt on it. This paper attempts to reveal basic theory, the main features and implementation methods of the emerging network intelligence system. The paper is formed by six chapters:Chapter I introduces the network of intelligence information as the inevitable product of time, who has become the forefront tools among the national organizations, trade and economic enterprises, science and technology groups whose competition and confrontation in military, political, economic entities. The Internet computer network as represented by information has therefore become the main battlefield confrontation; in the context of the birth of this " Precision marketing system " has become the inevitable outcome of needs of network intelligence. The system is designed to focus on network information as a resource to study the collection, collation, storage, retrieval, filtration, analyse, Mining, and Decision-making advice to help policy-makers.Chapter II focuses on the concept of the status quo of the network intelligence and network intelligence systems; think: It not only has very important theoretical and practical significance, but also of great significance and military significance in Business Intelligence"'theory research and systems development in the case of the most advanced countries'ascendant together with accelerating of our country ", and fact sheets on the Precision marketing system designed to achieve functional, design principles and system.Chapter III Systematically discussed in function design to " Precision marketing system" which has been composed by 4 sub-systems. Among them, the "Data Analysis subsystem" is designed to collect, organize all kinds of information; the "Data Mining subsystem" is designed to produce intelligence products from information in appropriate analytical methods and technology; "Customer Management Subsystem " is responsible for packaging, distribution of data, Illustration for the policy makers to provide customers. "Precise Marketing Subsystem " is responsible for the success of marketing strategies to provide an objective evaluation value.Chapter IV summarizes the " Precision marketing system ", in run-time network environment, How to achieve the established functional design. And describes the contents of the system network management and security protection indicators.Chapter V elaborates the plan management, organization management and venture management of the study on the " Precision marketing system " from the view of project management and socio-technical. It also discourses on high, medium, low third class project management and organization during the discovery course and the five basic measures that system analysis, system design, test, covert, use and maintain which must be completed during the development process.Chapter VI focuses on "Precision marketing system" in the application of modern network. Discusses the "precision marketing system" features, for the design and application status, and focus on business intelligence and so the existing problems and future directions.
