Through the gas turbine system project of Pudong International Airport Construction, this thesis presents the theory, methods and procedures of the risk management for a modern project system, then the investment suggestion and risk management plan to the project are proposed. At the same time, this thesis illustrated the characteristics of the government investment projects and focused on identifying, analyzing and responding of the risk under specific project background for working out a more comprehensive and practical risk management program.Targeting to the weakness aspects of the government investment projects, this thesis used the gas turbine system as an example, seriously examined the risk identification and project economic. Detailed and deepened discussions are paid for comprehensive risk investigations of the problems. Based on them, more detailed investigations are focused on four key risks, i.e. the complex and real situation of benefits balancing between government and enterprises, lack of awareness in advanced technology application, the procedural management and system drawbacks in client side. The counter measures are consequently suggested taking consideration of other risk factors to form a comprehensive consultation proposal.In addition, this thesis combined project management theorem in the"PEST Analysis","Porter Five Strength Analysis","SWOT Analysis"and some other general management methods together, to form a special risk management philosophy. This idea gives a prominent for project management in practical application.
