In recent years, with the rapid development of modern industry, the need for the power energy is growing and the power construction project is also growing in number and size. Our current power structure is still dominated by thermal power. In addition to maturity of the technology of thermal power and the obvious features of low price, the impact on environmental pollution and waste of resources should not be overlooked. The older equipments of China thermal power plant will not only increase the waste of resources, but also have many security risks. Therefore, the reconstruction of core thermal power equipment-steam turbine is important. In accordance with the principles and the project characteristics of turbine we design a scientific and reasonable evaluation index system. This article applies the comprehensive evaluation of AHP-fuzzy method to the transformation of power plant steam turbine and provides a new method of risk evaluation for the project of turbine flow reconstruction. According to the risk assessment of # 8 turbine, we verify the feasibility and accuracy of evaluation method.
