Promotion Mechanism Of Enterprise Cluster Technological Innovation Capability

With economic globalization and the rapid development of information technology, enterprise clusters has become one of the most competitive economic organizational forms. Enterprise clusters are playing the dominant role in today's world economic map with its powerful agglomeration effect, including scale economic, scope economic, mutual economic, credit economic and innovation economic effects. It has not only become notable features of the national economy, regional economy and even the city's economy, but also become the research focus of many subjects.Technological innovation is particularly important for the development of enterprise clusters, and has become the driving force of enterprise cluster evolution and an important source of competitive advantage. At the same time, knowledge spillovers, availability of innovation resources, "catch-up effect", "drawing effect", the agglomeration effect and embeddedness can bring a lot of convenience to enterprises technological innovation and to upgrade the level of technological innovation.Nowadays, many issues in China's enterprise clusters are caused by lack of technological innovation, and seriously affect the future development of the cluster. First, most of the current enterprises clusters grow up taking advantage of the labor force, land, natural resources and preferential policies. If they can not be upgraded through technological innovation and transformation, these cost advantages will gradually lose sooner or later, into a cost disadvantage; Second, at present, some enterprise clusters, especially industrial parks invested and constructed by the local government , well developed led by domestic and international well-known business, but due to local enterprises'the low technological level, they can't support to these leading business, and economic development in the region face a greater risk; Third, the current financial crisis intensify the competition in different enterprise clusters. It couldn't win in the competition based only on low-cost, not on technological innovation. So how to promote the technological innovation has become the key to development of enterprises clusters.Based on the technological innovation issues of Chinese enterprises cluster, this paper sort out the related literature home and abroad, and proposes that it can be researched from the perspective of enterprises cluster technological innovation capability, provides a new study perspective. The influencing factors of enterprises clusters'technological innovation ability are studied and the internal mechanism is also be found, which will lay the foundation for the later study. Through the analytical framework of the commission-agent theory, the technology spillovers incentives mechanism is designed to improve the technological innovation capability, and give advises to the government for promoting the innovation. Through the analysis of enterprise cluster technological innovation cooperation, design environment for a mechanism is designed to cultivate environment of cooperation in technological innovation, provide recommendations for the intermediaries, and provided way to upgrade the technical innovation capacity of enterprises cluster.
