With the deepening of economic reform, especially land use system reform and the new "Land Management Law" promulgated and implemented, the values of the land has been fundamental changes , and land management job is becoming increasingly important(especially Price of land management),so not only governments, enterprises but individuals should have the necessary information to understand the price of land.The Basic premium is the basic of price management in land. Because of the land market changing in recent year, the original land price Standard has been outdated, and it's difficult to accurately and timely reflect current land market. To make the basic land price in line with the objective reality of the real estate market, and maintain the base price of the current trend, We need to re-evaluate the original Basic Land Price, Update the results of basic land prices When the property market change or the impact of changes in various factors of land happen . Setting up a scientific and rational assessment of the base premium, reducing the workload of the premium assessment and cutting down the working hours are the practical problems that necessary to solve now. According to the second round of survey of land and resources requirements, Urban land in the town of job evaluation have called for the establishment of city land dynamic monitoring system, and the Basic Land Price of the updated assessment of the system set up the foundation and prerequisite.This paper, based on " Basic land price Update research in Arab-Israeli city of Harbin ", in 2008 ,and Ministry of Land and Resources announced the introduction of the "Urban Land Grading a point of order" and "Urban Land valuation point of order" as the basis, combined with the specific circumstances of the study area, with GIS technology. At the same, automatic generation of classification level map, and to optimize the line level with spatial analysis with GIS capabilities. Secondly, according to assessment base principles and theories of the basic premium, under the guidance of a large number of land market transactions of ACheng, the Property space and database of basics Land price information system are set up , basic land price is estimated, Clear the sub-base land uses according Basic Land Price in ACheng, Amendments to the system based on Basic premium is build, and Using Kriging interpolation we generate the figure model of land price basic in Business and residential by testing in accordance with qualified premium samples.Third, At the basis of the results of basic land prices Updating ,I try to discuss the monitoring of land laid. With Thiessen Polygon, Analysis Classification of Premium section and assessment of Standards land and so on. It's better to improve Dynamic monitoring Of Urban Land Price.
