The global manufacturing industries has being transfering to low-cost and scale-advantage place, and the percentage of FDI as its carrier has being incresing , a industies layout with a new round is expanding in the whole world. Service industry is taking a leading role in national ecomomics and FDI, so the competiton of industries in worldwide must be lay in serevice industry. FDI as the carrier for multinationals-led international production system, service industries are emerging market countries, and China is becoming a new investment hotspot. Since the accession to WTO, with China fulfill WTO commitment in finance, telecommunications, tourism, education and consulting industries one after another, opening up services and trade in services has increasingly become the focus of China's opening to the outside world, foreign-funded enterprises in China's services market also have a broader space for development. How to master the characteristics and trends about the international transfer of services industry, from the concrete situation of China's service sector, be active and selective to use the international transfer of the service industry to speed up the development of China's service industry , so that we can enhance the competitiveness of China's service industry has become an important issue.In this paper, the subject is that FDI as the basis of international services industry, from the start with basic theory, and then with use of qualitative and quantitative, and comparative analysis, a comprehensive analysis for the problem that FDI as the carrier's international services industry transfer. For our country I take FDI as the carrier of international services industry , carried out the the empirical analysis to find out the factors that affect transfer, and proposed relevant policy proposals. This paper includes four parts:The first part is about the significance of this paper, and the theory and Research about international services transfer, discussing the applicability of traditional multinational companies theory in the service sector, and the economic effect about FDI on to the hostcountry, as well as recommending the reseach carried out by international institutions in recent years, at last summerizing the theory and research about services industry international transfer.The second part is analysis about the background, characteristics, motives and effects of international transfer in service industry, lay the foundation for empirical analysist to that the FDI as the carrier to tansfer service insustry,The third part analyzed the development about India's FDI in service industry , and opening extent in service sector in India that impact the developmnt in service industry and overrall economic. Made a comparative analysis about service industry especially the offshore service industry in India and China, as well as the relationship between industry structure and attracting FDI in these two countries, and finally draw a conclusion that opening up enhanced the development of service industry in India, but manufacturing industry lags behind , which is the reason for weaken synergy in manufacturing and service industry tansfer, which also confined the development of service industry.The fourth part, on the basis of status quo that the China undertaking service industry international tansfer, analysed a number of motives that affect FDI to enter this country, that is, the market scale of China, labor costs, infrastructure construction, the extent of opening to the outside world, with quantitative analysis method.The fifth part is that according to the the results of empirical analysis, proposed recommendations to undertake effective and comprehensive response to the international transfer in services insustry.
