Nowadays, human resources, regarded as the first resources to enterprises, become more and more important for the enterprise's survival and development in the market where competition is as intense as in the battlefield. The fact that effective strategy of human resources can improve the competitive power of organization is supported by series of researches. The managers began to consider the conversion from human resources to human capital. As a local key state-own enterprise, XY takes on the responsibility of strengthening local economy, innovating the management mechanism of enterprises, providing the local state-own enterprises with beneficial experiences of reform.In this paper, we took the state-owned enterprises - XY as the object of research. Firstly, we pointed out the background, significance and approach of the research, the out-inner situation of human resources of XY; Secondly, we introduced the current situations of human resource management of XY; And finally, we focused on analyzing the problems existing in the human resource management by referring to interrelated theories from home and abroad. Taking the advantage of SWOT model to analyze the enterprise's advantages and disadvantages, opportunities and threatening, and we made the enterprise human resource strategic target be: ensuring to do battle on two sides, forming the levels of talented persons, stressing the people-oriented, making the full use of ability of people, holding together and competing with each other, living in harmony with each other. When carrying out the human resource strategy, from the point of corporate governance institute of state-own enterprise, we stressed that ensuring measures which are carried out should depend on the awareness of human nature of staff being heightened. In order to solve the problem that "XY can not hold the persons who he wants to hold, while redundant persons still stay", this paper provided some advice on human resources planning, staff training, performance appraisal, salary design, employee selection, the establishment of withdraw mechanism of the employees, and the enterprise culture building. Especially, this paper offers the advice of practical operation on the excess labor force management and staff dismission mechanism, and this made the article much closer to the point.These key-points will be used to guide the reform of XY human resource management, to gain and maintain the competitive advantage. Meanwhile, they can also offer ideas for state-own enterprises to deal with the bottleneck of traditional industry through effective human resource management, and to ensure sustainable development in the uncertain and rapidly developing world...
