| Recently, as the media and basis of road public transportation, passenger transport route is a dominant force in the road passenger transport which has played an important role in our economical society. However, because of the limitations of the theoretical research and implementation measures, the government has made some mistakes and shortcomings in the management of passenger transport route in three aspects, such as route planning, access and supervision. Lack of route system planning has caused too short or too long lines and some uneven lines coverage in some areas, which are inconvenient to the passengers. Route access management does not improve routes operating threshold, and passenger market is still full of lots of small business. Weak competitive and risk-resisting ability aren't suitable to the development trend of modern road passenger transport. In addition, the departments of transport routes hadn't taken effective control and supervision in the market. Illegal operating and unfair competition have occurred from time to time and transport behavior is not standardized, which have disordered market and seriously encroached upon interests of passengers. Therefore, the study of road passenger transport routes management is of great practical significance for its sustainable development.The paper first discusses passenger transport routes' intangible attributes property rights to set foundation to further explore the management reform. The main study focuses on route management in planning, market access and supervision after reviewed the domestic passenger transport routes' development and the management of the status and cited the main issues. Only through appropriate improvements, route planning can imitate urban public transport network planning techniques because they are similar. Route access management should accurately grasp the development laws of road transport. According to chartered tender theory, we ought to take transport prices bidding as access reformation, which will achieve full competition and social welfare maximization. Finally, the paper provides some policies and measures to market supervision. |
