Study On The Management Of Road Passenger Transport Route Franchises In Gansu Province

During the Eleventh Five-Year period, and economy, road transportation of Gansuprovince has developed greatly, there are substantial increase about total traffic and transportturnover quantity in comprehensive transportation proportion, the comprehensive capacity oftransportation was further reinforced. As a precondition and actor of the road transportation,passenger transport route bear the main transportation task of it, play an important role inthe social economy. How to build a unified open and highly efficient and orderly roadpassenger transport market, is inseparable from the scientific, rational, standardized,institutionalized management. But，because of the lack on the management of passengertransport route right,and the practical considerations in Gansu province and, resulting a lot ofproblems, which will restrict the development of the road transportation.Based on available documents and historical data, Firstly, this research tried to analysesthe theory algorithms of the rights about road passenger transport. Secondly, work with thecourse of development on the rights of the road passenger transport, this part of contents doforeshadowing for reforms on the rights of the road passenger transport. Thirdly, researchactuality of the rights of the road passenger transport in Gansu Province, analyze the keyproblems and the chief causes. Finally, this paper focused on solving the problems on outlawthe illicit trades of franchises, change the franchises of market access system, improve themarket management system and strengthen market oversight. And then, studies thecorporation modernization reformation and take transport prices bidding based on thefranchise bidding as access reformation, achieve the the sustainable development of themanagement of passenger transport route rights.
