Research On Scenic Spot Governance Model

Scenic spots as the carrier and the essence of natural and cultural heritage, is the core element of the tourism industry. Its rational exploitation and effective protection is the key to the prosperity and development of the tourism industry. However, many scenic spots in China during the process of utilization are often over-exploited, and the resources have been destroyed with varying degrees. The above problems lie in unclear authority definition of the main stakeholders, and its essence is the irrational scenic spot governance model.The thesis is composed of 6 chapters:In the first chapter, the author introduces firstly the significance and background of the study of scenic spots governance model, defines the basic concepts such as the scenic spots,nature reserves, forest parks and geological parks, expounds the meaning of scenic spots governance model.In the second chapter, domestic research on Governance model scenic spots and foreign research on national parks has been reviewed and commented.The third chapter introduces public goods theory, institutional shift theory and property rights theory, and the nature of the product of Tiantai Mountain Scenic spot is determined as a special semi-public good with public goods theoryIn the fourth chapter, institutional shift theory and property rights theory are applied in the empirical analysis of Tiantai Mountain scenic spot Governance model of Qionglai in Sichuan; factors affecting Tiantai Mountain scenic spot Governance model have been analyzed with institutional shift theory; how institutional arrangements have an impact on the efficiency of resource allocation has been explained with property rights theory. Combining the analysis of Tiantai Mountain Scenic spot Governance Model-benefit before and after, problems in the current governance model has been pointed out.In the fifth chapter, based on the optimal design of governance model of Tiantai Mountain, some policies and proposals is given to optimize Tiantai Mountain governance model: the legal guarantee system of property rights about scenic spots should be improved in the macro aspect, and On the micro-level, some mechanisms should be set up to Tiantai Mountain managers, business enterprises, and community respectively.The sixth chapter points out the conclusions of the thesis.
