The Study On Multi-Subject Management Of The Grassland In China

In recent years, the degradation of the grassland in China becomes serious. The biggest factor of it is the mismanagement. Academics have done a lot of researches on the view of economics, ecology and so on. However, researches on the level of public management are rare. This thesis attempts to bring the theory of public goods supply into the act of grassland management.With development of the economy and society, the contents of grassland management are also changing. This thesis analyzes these contents based on the theory of public goods and tries to re-divide grassland management according to their different natures, such as pure public goods and quasi-public goods and private goods. And then take some measures to find the best way of supply, such as making sure the responsibility of the government, trying to use the function of market and paying more attention to the third sector for management of grassland.This thesis includes four parts. The first part is the concept of grassland management and the relevant theories of public goods .The second part is about the current condition of grassland management in China, and then pointed out the problems and reasons which existed in the grassland management system. The third part introduced some experience of foreign countries on grassland management. The fourth part discussed some problems of grassland management in China based on the theory of public goods, and proposed measures on how to reform the grassland management system in China.
