As the course of globalization speeds up, Chinese communication enterprises face more severe competitive pressure than ever before. They are attaching importance to the development and management of human resources to increase efficiency and win competitive advantage in world wide market. However, the new employees who are taking the most of front services, passing the enterprise culture and eidos, are the main power of continuous development. So, how to deal with the process of recruiting, training and promotion will affect their competitiveness. In order to do research about competency of communication enterprises new employees, this paper presented a research carried through in two telecommunication carriers, used questionnaire method to do this research and established the competency model for new employees in communication enterprises. The result from factor analysis via SPSS software showed that achievement orientation, the ability of innovation and reform, the ability of communication and adaptability, the ability of confidence and acuity are the core competencies of new employees in communication enterprises.In the following research: abilities self-assessment of junior students in one communications university, by comparing these two researches,this paper found that there was a gap between the demand of the communication enterprises and the self-assessment from the junior students from this university in achievement orientation, the ability of innovation and reform, the ability of communication and adaptability, the ability of confidence and acuity, there was a significant gap especially in achievement orientation.The different genders did not affect the level of these four competency factors, but there were significant differences when students were from different institutions or specialties.
