IT Service Continuity Management (ITSCM) is a process, responsible for disaster prevention, and enhancing resilience and fault tolerance of IT infrastructure (including computer systems, networks, applications, data storage, telecommunications, environment, technical support and service platform). It needs to ensure that the organizations in the event of a disaster there will be sufficient technical, financial and management resources to ensure the continuity of IT operations services.In order to support business operations, China Unicom, as a large-scale telecom operator, establish a large number of important business support systems. These systems have played a crucial role for China Unicom business operation and development. Once these IT systems stop running due to a major event and cannot be restored in a short period of time, will enable China Unicom to the business interruption, and its economic and social impact for will be disastrous.First, based on the principle of risk management, an integrity management ITSCM viable risk management method was proposed. Second, by project quality management principles, a quality control ITSCM method was proposed. Finally, the applications of ITSCM method in Beijing Unicom verify mentioned method.ITSCM was researched in two aspects of risk management and quality management. This will promote ITSCM from ITIL theory to practical application of the field, improve the effectiveness and quality of risk control, thus significantly reduce business risks, improve IT service emergency work and resist all kinds of IT risks. This has economic and social significance.
