In today’s service-oriented business environment, Business Continuity (BC) is critical to modern organizations. IT technology is the core component of most business processes, so IT service continuity and high availability have become the direct factor in the enterprise competitions. Especially after the911event in the United States, people are increasingly aware of the importance of the IT service continuity. IT Service Continuity Management (ITSCM) is a complex management process, mainly including reducing risks by preventive measures and designing disaster recovery programs.At present, scholars have proposed some ITSCM solutions. However, they excessively consider the IT technical indicators and ignore of the business indicators, which leads to the cost of ITSCM far more than the affordable range. In addition, enterprises that have implemented ITSCM often ignore of maintaining continuity plan, training staff and drilling test plan, which makes organizations not execute disaster recovery effectively and achieve the prospective goal.In order to solve the above problems, this paper proposes a risk assessment model based on historical data, which considers both time and cost factors from the business perspective. According to the model, we select optimal preventive measures, which greatly reduce the cost of ITSCM. In addition, the proposed virtualization-based disaster recovery model designs the standardized, executable, automated disaster recovery process to reduce the complexity of resource management and labor costs. This paper use simulations to verify advantages of suggested solutions.
