As the industrial development with fierce competition, enormous change has happened in Chinese communication industry, which helps the vendors to realize the importance of science management. In order to close the end-market and get the priority, China telecom started business process reengineering in 2003. Planning building process plays a key role in the China telecom process reengineering. However, it's very complicated and difficult to make a reasonable and scientific scroll investment planning during planning building process. So, all China telecom planning departments begin to find solutions to walk out of decision making plight.As an expert in telecom industry,The Research use ABC taxonomy as a model tool to get the sort priority of investment program by combining operation research and management science theory with related operating data in our company. Research of this thesis has limited application and is needed to improve in ideation and analysis. There is still a long way to go.
